The AuthInfoAccessExtDefault profile component, for an empty URI location, constructs one based on the CMS hostname and port.
This is not suitable for IPA deployments (and presumably many others).
Add a config to allow specifying a URI to be used in this case. Preserve existing behaviour if the config is not defined.
