#2302 Adding pki client-password command

To improve usability there should be a pki client-password command to change the client's security database. The password can be specified either interactively:

$ pki client-password
Old password: *****
New password: *****
Verify new password: *****

or in files:

$ pki client-password --password-file oldpwd.txt --new-password-file newpwd.txt

The alternative is to use the certutil -W -d <path> command.
