This is a clone of ticket #2255 to backport the fix to Dogtag 10.2.x on Fedora 23.
When installing a subsystem, if the pki_backup_keys is set to True the configuration servlet will export the system certificates into a PKCS #12 file. However, the current code does not export trust flags, which causes the installation to fail. The code needs to be updated to use the new PKCS12Util.
