#183 Dogtag 10: Update SELinux policy to handle combined PKI Tomcat Services . . .

While porting Tomcat 7 for use in the new 'pkideploy' installation/configuration process, it was determined that there was a need for a new SELinux policy in order to run the new combined Tomcat PKI instances that may contain any combination of CA/KRA/OCSP/TKS.
