What this means is, existing Dogtag CA installs that have been upgraded are missing this container. During the replica creation process, IPA tries to install a replica agreement into this location on the supplier (master)... Since the container does not exist, the replica install fails.
I have verified that manually inserting the config block into the dse.ldif of the supplier works around the problem.
A bug has been opened for this for rhel 6.3:
Bug 819111 - non-existent container ou=cmsusers breaks replication
fixed in dogtag 9 and 10.
