#1632 Lightweight CAs: ensure CA certs bear correct Authority Key Identifier

Lightweight sub-CA certs are currently created with incorrect
Authority Key Identifier (they have their own key identified, not
their issuer). This breaks certification path construction.

Ensure sub-CAs are created with the correct AKI extension value.

This could be done as part of #1624 (Lightweight CAs: generate
sub-CAs via profile subsystem) but is a serious enough issue
its own right to warrant a separate ticket.
