#1608 [RFE] TPS to be able to provision tokens against 3rd party CA via API

With the RESTful API in CS 9, there is a desire to be able to use TPS to
provision tokens with certificates housed in 3rd party CAs.

Requested functionality:

If existing CA provides API to tie into, be able to programatically request
existing certificate from CA and install onto token through TPS API/UI.

1) CA enrolls certificates (i.e., ID cert, Encryption cert, and Signing cert)
2) Retrieve certificates/keys from CA/HSM using CA API
3) Feed result from retrieval into TPS enrollment operation
