TPS UI: Recovered certs on a token has status expired

Steps to Reproduce:

1. Recover certs on a token by enabling externalReg
2. Verify the certs on the token from TPS UI
3.

Actual results:

The recovered certs on the token has status expired

Expected results:

The recovered certs on the token have the status of the cert.

Per CS/DS Meeting of 08/03/2015: 10.3

this is not an issue of the UI, but rather the backend. Modified the summary to reflect that.
