TPS UI: Unable to add user unless profile type is typed in

Steps to Reproduce:

1. Login to TPS UI using admin certificate
2. Add a user by filling the fields name, fullname and email

Actual results:

error dialog with the following message

LDAP error (21): error result

Expected results:

User should be added even when profile is not provided

TPS Profile should be a list to be chosen from and not a field to be typed in

Per IRC discussion with jmagne and edewata: 10.3

This requires modifying the user details page to display the profile list. The REST service already exists.
