TPS UI: Only operator services should be listed when logged in using a valid
operator certificate

Steps to Reproduce:

1. Login to the TPS Web UI using a valid operator certificate

Actual results:

Users and Groups links are listed but gives authorization error when clicked
on.

Expected results:

Users and Groups links should not be listed when logged in as operator user,
only operator services should be listed.

Per CS/DS meeting of 07/13/2015: 10.3

This requires updating the links on the TPS UI home page.
