#1207 Verify that cloning works for TPS subsystems

Since TPS has been rewritten to utilize the same Java Tomcat framework that all of the other PKI subsystems utilize (CA, KRA, OCSP, and TKS), it should now be possible to create TPS clones.

This ticket was filed to verify that this is indeed now possible.
