As we are removing the RA from Dogtag 10.2, we need to fix the docs to specify how to do an SCEP enrollment on the CA.
Right now, the docs at
https://access.redhat.com/documentation/en-US/Red_Hat_Certificate_System/8.1/html/Admin_Guide/Enrolling_a_Certificate_in_a_Cisco_Router.html
seem to specify only RA URLs.
The link pertaining to rhcs8.1 should be left alone as it is for rhcs 8.1.
The dogtag link seems to be accurate last time I checked, and it does not mention RA: http://pki.fedoraproject.org/wiki/SCEP_in_Dogtag
