#1193 API docs packaging

Currently Dogtag has API docs packaged differently:

  • Java API doc (pki-javadoc)
  • Python API doc (pki-base)

There might be other API docs as well in the future (e.g. REST API, JavaScript API). Ideally they all should be packaged more consistently.

Option #1: Move Python API doc into a separate pki-pythondoc package.

Option #2: Move all API docs into a new package (e.g. pki-doc) and remove pki-javadoc.

Option #3: Move client-side Java API doc into pki-base, and server-side Java API doc into pki-server.

Proposed milestone: 10.3
