While PKI TRAC Ticket #1006 - Audit logging for TPS REST operations has already been filed to cover TPS signed audit logging, this ticket represents a more general request to extend the signed audit functionality into the REST interface for the CA, KRA, OCSP, and TKS subsystems as well.
Currently, signed audit events are handled via the existing servlet interface, but this functionality should be adopted and integrated within the REST interface for all Tomcat-based Java PKI subsystems to support other access methods such as CLI.

Added Auditor service. A new Auditor service has been added to replace the audit service that was previously only available to subclasses of AdminServlet. The new service can be used by other components including REST services. The AdminServlet will be modified to use the Auditor service separately. Ticket #160
