#1005 Analyze source code for Java commands which utilize default Locale and honor 'i18n'

During the review of PKI TRAC Ticket #946 - Installation of IPA hangs up when LANG is set to tr_TR.UTF8, it was discovered that numerous Java classes exist which utilize the encoding contained within the default Locale.

Often, a specific character set encoding needs to be utilized (e. g. - 'UTF-8' for LDIF), and consequently, Java commands which do not allow this specification should be replaced.

Examples include:

  • FileReader()

Additionally, some Java classes allow specification of a specific character set, but if left unspecified will use the default Locale.

Examples include:

  • PrintStream()

Finally, certain Java methods honor 'i18n', but may surprise the user with their output:

Examples include:

  • toLowerCase()
  • toUpperCase()
