As a developer,
I want to develop an ansible playbook to create the fcos-pipeline project on the OCP4 clusters
So that the project and any customization required can be created and applied.

Acceptance Criteria

fcos-pipeline project is created
service account is available
app owners can all access the project
service account has permissions to access KVM resources.

Background

The FCOS pipeline runs on Openshift and makes use of KVM resources to execute workloads.
