+1 for adding the missing rubric.
However, I think, that the :ref:... part is no longer necessary. They are explicitly written in user_documentation.rst page, but if you look at any other page, they are not written in the RST file but automatically generated in the HTML result. I can't remember which config option does that, though.

We only use rubric:: in user_documentation.rst, nowhere else. That is probably the reason; I tried to remove that part -- and the resulting html page was missing reference.
