(I'm afraid I lost the reference to a build this happens. Will post if I ever find it again.)
The external repositories should be set with skip_if_unavailable=False or at least that should be an option for me where I specify them as such.

I build against an external repo for a reason and if the repo is not available, it is reasonable to expect that the build gives unexpected results.
