Originally this ticket was used to track projects where we should disable appstream-builder in. But since the createrepo is now handled pretty optimally after 33ee614 I think that we should concentrate on letting users configure this themselves.
ATM we (admins) have to touch .disable-appstream in project directory on backend, but the config option should be moved to frontend.
