For @python/python3.8 project (thousand of packages), the appstream-builder takes too much time (25 minutes). We need to invent a way to disable appstream-builder for such packages till upstream makes the run faster.

Modified in PR#742 Not fixing the issue itself, but rather adding a possibility to disable appstream builder for a project.
Merged, I am closing this issue, even though we only workarounded it. Now it is up to an upstream to fix it properly.
