#511 Follow-up emails for legal flag

When a legal flag is raised by someone, an automatic email is sent to Copr maintainers (and AFAIK to a project owner). This is very useful. Then a maintainer needs to login to /admin section, deal with the flags and explicitly click "resolve" for each one of them.

However, most times I log in to do this, I can see, that all the problematic projects are already deleted. I suppose, that usually by the owner of the problematic project. Then I usually click that such legal flag is "resolved". Then probably other maintainers log in and see that they are not raised any remaining legal flags.

I don't like this very much, so I suggest following RFE. When a project which is marked with a legal flag is deleted, it should send a reply to the original email which was informing about raising the flag. This follow-up email will say that "problematic project has been deleted, maintainers please just log in (check what happened) and click the resolve button". Then a final follow-up email will be sent and say "<name> resolved the flag and saved you from logging in".

The important thing is that those emails are supposed to be replies to the original email, so it won't mess our inboxes instead of helping us. Also, we shouldn't forget to exclude project owner from the recipients.
