#459 is_admin user should be able to remove other users within project

Currently even the currently logged in user has "is_admin" permission on the project, is not able remove other users.

To be precise, you can drop the permissions to "nothing", but you can not remove the users from the list entirely (for copr devels, we don't allow removing rows from copr_permission table).
