I think, the News window should be enabled only for Fedora COPR. Cool articles like "4 cool new projects to try in COPR for January" only references Fedora COPR instance and not the other possible instances.
I think a good solution would be to have NEWS_URL configuration variable that could be set or unset. If unset, then News feed window would not be displayed. In case, of Fedora COPR, it would be set to 'https://fedora-copr.github.io/' (as it is now but it is hardwired in template). This is similar to fedmenu_url config option.

for internal copr, I plan to have it enabled..., but making it optional sounds OK
