doc: add section about whether is it safe to use Copr
    
    There is a reccuring question below each Fedora Magazine article about
    Copr, "Is it safe to install software from Copr?", or the worse
    alternative, somebody saying "You should never install software from
    Copr, it is not safe".
    
    We should have some official statement for this topic.
