backend: invert no_appstream_metadata logic
    
    And also don't group the createrepo requests which mismatch on this
    argument.  It can not happen now (because --no-appstream-metadata is
    never used actually) but it will once we store the flag in frontend
    database (similarly as we do for the --devel flag).
