[selinux] do the relabel in %posttrans
    
    Even though it is pretty brittle (there's a huge time window
    between %pre and %posttrans, and anything can happen in the
    meantime) the %selinux_relabel_pre really has an effect only for
    the first *-selinux package in the transaction.
