If I drop a particular sub-package from my comps XML, compose-changelog does not report it when comparing the old and new composes.

We removed the cephfs-java subpackage, but this change does not show up in compose-changelog.

There's a comment in compose.py, # TODO: added/removed RPMs for existing builds ... looks like this covers that.
