dbus-cgroup: add BPFProgram= dbus support
    
    - Handle BPFProgram= property in string format
    "<bpf_attach_type>:<bpffs_path>", e.g. egress:/sys/fs/bpf/egress-hook.
    - Add dbus getter to list foreign bpf programs attached to a cgroup.
