Some improvements to the onboarding docs after going through them
myself:
- Removed the instruction to get a centos account since a fedora
account can also be used as a centos account now
- Moved some stuff around between Before/After joining the SIG
- Added a notice to get a kerberos ticket before getting the CentOS
cert
- Removed some stuff from the systemd docs that was duplicated from
onboarding docs and not necessary for contributing to the staging
repo.
- Added a notice to the systemd docs for releasing a new version
that you have to be onboarded to the SIG first.
