Our systemd installs /etc/sysctl.d/99-sysctl.conf as a symlink to /etc/sysctl.conf, but the latter isn't actually installed by it (or any other package that I can find). On a stock c9s box, it's provided by systemd itself (from https://gitlab.com/redhat/centos-stream/rpms/systemd/-/blob/c9s/sysctl.conf.README)
