Implement rpm-tests execution in the container
    
    This is backport of work done on master.
    
    This PR is changing:
    - anaconda-rpm container
    - new Makefile target to build the container
    - new Makefile target to run rpm tests in container
    - fix nosetests invocation because the binary is not present in the container
