As we're losing sponsored nodes in the rsync.stream.centos.org, the remaining nodes are now overloaded with request to rsync stream 9 content. When Stream 9 was launched, it was wide-open to let mirrors pulling content and then register their mirror on mirrormanager but also then creating ticket here with their ipv4/ipv6 address[es]. The goal was to be able to do what we always did for the centos mirrors : use an ACL to only allow third-party registered mirrors to fetch/pull content.
We have now reached a point where that is needed also for Stream9 mirrors and we have enough mirrors in mirrormanager to allow unknown mirrors to pull from these ones, instead of the overloaded rsync.stream.centos.org pool from now on

the process that rendered ACL/rsync template for CentOS Linux is now also used to update the rsync template for Stream 9 (rsync.stream.centos.org). So from now on, only mirrors who have requested through tracker to be official mirror (and with listed ipv4/ipv6 addresses) will be allowed to pull from rsync.stream.centos.org (the other ones can still look at other mirrors to pull from)
