#964 Reinstantiate some armhfp VMs as koji builders

We lost aarch64 hypervisor hosting the armhfp koji builders for https://cbs.centos.org
So we need to find a compatible (able to run 32bits code) aarch64 node to reinstantiate some armhfp VMs as builders and get these back in action on koji
