The Hyperscale SIG would like to maintain a SIG build of qemu until we can get the necessary changes upstreamed into Fedora and EPEL. Could you please create a repo for https://git.centos.org/rpms/qemu ? Please also add the sig-hyperscale group added as committer (to review PRs).

We specifically don't want to use qemu-kvm here because this is meant to eventually go into EPEL, and having it under qemu will make that work easier (see the discussion in https://bugzilla.redhat.com/show_bug.cgi?id=1995353 for context).
