#90 Update the fh-admin config to notify on IRC when issues are created on centos-infra

Lets get the fh-admin bot to notify us on IRC in the #centos-ci channel when someone updates/modifies/comments on tickets in the centos-infra project.

See the code [1] where the change can be made.
