have updated the wiki to point that the CI resources are available to CentOS and Fedora Infra related.
It needs more updates to show our new architecture (namespace instead of an account on Jenkins). I think the whole architecture can be worked once we have also figured out our VM plans.

Steps

• Create an on-boarding ticket template in this repo for folks to request a new project
• Update working day to day with CPE doc to talk about CI on-boarding
• Update getting started wiki to point to the new doc

next steps
* update https://wiki.centos.org/QaWiki/CI/ with new openshift workflow and remove mentioning of legacy ci.centos.org
