Provide a managed GitLab runner in CentOS CI so that projects can add to their GitLab account, to run CI jobs.
A typical gitlab runner would involve an agent running on a host, and spinning up containers and/or VMs to run individual jobs on demand. GitLab provides the agent, so there's only a tiny amount to set up the environment to host it in for admins. Currently, we already provide Jenkins, the idea would be to have a GitLab runner image that would have a Duffy client so that tenants could spin that into interacting with Duffy directly in case they don't want to build a container or VM. The VM would be hosted in AWS.
For context, some communities have expressed their concern about GitLab and their OSS program during some discussions, and their main case is CI.
