Currently there are some extras tags that were created on cbs.centos.org to let SIGs build+push their centos-release-<sig> pkg to the extras repository. It was fully implement for 9-stream but still not pushed "live" for 8-stream This ticket is created to keep track of the work to be done and so have both releases aligned for the SIGs workflow

Once merged, rebuilt and composed (and so pushed out to mirrors), we can unlock the existing extras8s-extras-common-release and so let SIGs tag their -release pkgs there (and so not having to ask @hughesjr or @bstinson to build on koji.mbox.centos.org)
