#547 migrate ipv4/ipv6 torrent tracker nodes for centos infra

per a discussion in #centos-mirror channel, and because current infra where the trackers are deployed has to be decommissioned, we just need to provision two new tracker (existing ansible role so that will be fast) to maintain the torrent tracker service, at least until end of centos linux 7 (newer stream 9 and beyond artifacts will never get any associated .torrent for iso images, per stream team decision)

Ansible role was played on two new tracker : one for ipv4 and other for ipv6.
@avij : can you just confirm that trackers seem to run fine ? (I just pushed the CNAME change in dns but should be live soon as TTL was set to 600)

Just had a quick look at opentracker stats on both nodes and we have peers/seeders connected to seems to work :
