Per email thread with @adrian , we'll just implement a change at centos side on one of the primary mirrors (reference mirror, level 0) to ensure that mirrormanager can both access through rsync and http that mirror and use that as only single validation mirror

ansible role was modified to permit that and it's now possible to reach same /9-stream and /SIGs urls from backend mirrormanager identified ip/node .
@adrian closing this for now and hopefully that will resolve the issue (same ip that you're using for rsync)
