#49 Create 2 VMs (1 aarch64, 1 ppc64le) that can be used for mock builds

We sometimes need to do builds with just bare mock. It would be great to have a long-lived place for this to happen.

We would like to keep some builds around for archive on these machines, and we're sitting at about 30Gi of disk usage in our current setup.

@bstinson : The following VMs were deployed and initialized with just the "baseline" ansible role (inheriting community-cage default variables), so directly under monitoring.

Specs:
- cores/vcpus : 8 (for ppc64le) and 16 (for aarch64)
- memory : 32 Gb
- HDD : 80GB

VMs:
- kbuilder-aarch64.rdu2.centos.org
- kbuilder-ppc64le.rdu2.centos.org
