#45 document how SIGs should build and ship "centos-release-*" packages for EL8

There is a "core7-extras-common-el7.centos" target in CBS.

There is no corresponding "core8-extras-common-el8.centos" target in CBS yet.

1) Should there be a corresponding el8 build target and associated tags?

core8-extras-common-candidate
core8-extras-common-testing
core8-extras-common-release

2) Once we build our SIG's "centos-release-ceph-nautilus" package in that target and tag it to core8-extras-common-release, should we expect it to ship in the "extras" repo here:
http://mirror.centos.org/centos/8/extras/x86_64/os/Packages/ ?

I just hit this today for #222 - the SIG Guide says to use core7-extras-common-* but there's no corresponding tags for c8 or c8s (which is what I actually need) that I can find.

doing some bug triage and wondering how to update the doc.
@hughesjr , @carlgeorge : in which tracker can SIGs create request for you to build their centos-release-* pkgs for c7/c8{-stream} ?
