#448 Redeploy old armhfp/epel7 builders "somewhere"

We had a plague instance that was used to build epel7 for armhfp, but those servers were deprecated, we need to find a way/place to redeploy them and keep them running.

Arrfab, any ideas?

yes, was in touch with the sponsor and they deprecated the armhfp instances, but forgot to send us the notice :/ .. they told me that they were supposed to have powered down on sept 1st but did that only now.
At least I was able to have the nodes powered back online but now we know we have to migrate build services elsewhere.
I've quickly identified where to run this, so I'll move builders somewhere else

was able to find space on older aarch64 nodes (without ipmi, nor fast disks) that can run 32bits code, (needed to run armhfp VMs) and so we have now 3 CentOS 7.9 VMs added as builders with following specs:
- 4 cores
- 8Gb
- 50Gb disk

Closing for now and confirmed through simple build that connection between server and builder[s] is working
