I think it'd be good to have https://pagure.io/centos-sig-cloud/sig/ to report issues for Cloud SIG, similarly to other SIGs [1].

Is there a way that all users in the cloud sig group are notified when a new issue is created?

As discussed in #centos-devel, you don't need to create a ticket in centos-infra tracker for this, as it's "self-service" on pagure.io.
You can first create a group and then a project in that group namespace
