Currently the centmsg kojihub plugin was trying to retrieve some info, like tasks ID for a build, to then send a notification on the mqtt message bus, that would then trigger a compose + signing + push operation.
As we're now in position to import some external builds, a tag-build operation leads to an issue with centmsg as there is a build but no associated task in koji for imported build.
We need a small modification (to be tested on dev/stg first) in centmsg to support such new case.
