koji instance cbs.centos.org is using more and more disk space, also because some SIGs submit first each rpm build as scratch and then just build through -candidate tag. We need to investigate using koji-gc to delete/prune old unused/unneeded pkgs/repos

as discussed during backlog review call, since we moved from mash to kojira with other options and distRepo tasks, we already automatically cleaned up some old repositories and so that initial task (even if koji GC can be useful) isn't needed anymore
