#199 Update moin/wiki to latest release

There was a new release in upstream moin project in november 2020, that fixes some CVEs (see https://github.com/moinwiki/moin-1.9/blob/1.9.11/docs/CHANGES#L13)
Usually we track EPEL7 to rebuild pkgs used in our infra, but as that one isn't bumped yet, we need to build/test/sign/release update for our own infra, as it seems our current instance suffers from high-load

Already created https://bugzilla.redhat.com/show_bug.cgi?id=1920346 , so that EPEL7 maintainer is aware of the upstream new release

For centos side, the new build is there : https://cbs.centos.org/koji/buildinfo?buildID=31770

Let's deploy to (tagging to -testing tag) staging instance and then tag to -release tag once we have confirmation that it works fine (functional tests)

wiki instance was updated and clearly we see a benefit (at first sight on monitoring) from cpu/load PoV.
