You forgot to put the link to your registered (mandatory per doc ) mirror in Fedora Mirrormanager.

Can you update ticket with needed info so that we can proceed ?

Looks good, thanks. The CentOS category has been added to your registered host and the IPv4 address added in the rsync ACL so you should be able soon to fetch from rsync.stream.centos.org.
Mirrormanager will start validating your mirror and add it to metalinks.
