While CentOS Stream infra was already migrated to koji 1.34, cbs community koji instance was still relying on 1.31, due to lack of time to update, but also because we didn't need the newer features from 1.34. Now that we'll have to slowly onboard el9 hosts, including s390x arch, we'll just upgrade our koji infra to match centos stream build infra and so be all aligned

Implemented today (upgraded completed) and no service disruption as builders were disabled, no running task was cancelled/lost and kojihub was then upgraded and builders resumed
