I'm not exactly sure how to do this. I tried going to https://admin.fedoraproject.org/mirrormanager/ and have gotten an error message for a couple days now.

well, that mirrormanager instance is managed by Fedora infra team so can't help with that :/ If you still have an issue registering your mirror there, may I suggest opening up a ticket at https://pagure.io/fedora-infrastructure/issues ? Don't forget to add details and the error message you have, so that they can have a look and help you.
Once sorted out, just come back in this ticket to update it with needed info and I'll be able to work on the request

I keep getting "Sorry! This service is currently unavailable.". It's been like this for over a week.

I'm getting that link from the page https://fedoraproject.org/wiki/Infrastructure/MirrorManager which points to it for "mirror server administrators"
Is the fedora mirrormanager actively maintained? The page with the unavailable message has a link to their systems "status" page, and that page states everything is operational.

My host id is 2986 and I re-enabled "user-active". Will this result in a re-crawl?

yes, and I see that CentOS category was already added on your host, so nothing to do at our side then. I also see that your mirror is now listed on https://mirrormanager.fedoraproject.org/mirrors/CentOS
